I used to say something similar. But since I have been working with a DHCP server in order to provide ip services to winblows clients, I have found it to be very reliable. The DHCP server can be configured to provide an ip that doesn't change to a selected hardware address; basically the same as a static IP. This of course applies only when YOU control the DHCP server. However if you do have one, then you can tell it to supply whatever IP you want the hardware to have; including perhaps an available IP on the ISP's net. In a corporate situation a DHCP server allows very easy administration of IP's from a central location.
