Because Sawfish is more than just a wm and the Gnome team wanted a "dumb" wm instead - although you can force Sawfish into being the wm and get back some of that great functionality - but overall, the Gnome project is getting a bit more scattered right now just in trying to play "catch up" and kiss RedHat butt at the same time... > 2.
