In KMail, are there any settings for server authentication? That might
be what Evolution is doing differently -- also, if you start it from a
terminal, do you get a useful error on send?

KMail can use either Maildir or mbox format. I think Evolution uses
mbox. Perhaps KMail is looking for Maildir folders?
