I looked into "nice" value, but it has more effect on the processor load
and does not seem to have effect on the internet pipe.

Has anybody some suggestions ?

By the way I have dsl connection using ppoe (and the devide is ppp0)

With a DSL connection it shouldn't make too much difference in any case. I'm no expert, but try a command line FTP client like ncftp. I've done massive downloads with that while surfing (on a 56K modem) and not noticed any decrease in my browser's performance.
