MandrakeSoft can't package mp3 encoders due to licensing restrictions, so you'll have to download and install an mp3 encoder like lame. If you add plf to your urpmi sources I think you can get lame and other mp3 encoders. If you don't need the tunes for a portable player, I'd recommend sticking with ogg anyway; it's better and free.
