/boot means the /boot directory. It can be a separate partition, on an IDE drive, or a CD. You might be able to make a boot floppy that will let you boot from a USB drive, but it will be a challenge to fit everything on a floppy, with the size of the current kernels. Now, if the BIOS supports booting from IDE, then I see no problem with booting Mandrake off of one. There are a couple of Linux distributions already designed to be installed on, and booted from, a USB "pen" drive. So booting off a Firewire or USB hard drive should simply be a matter of including the proper drivers in the initrd file. It shouldn't be much different the booting from a SCSI drive.

You did not mention LM10 as one of those two distributions. Does this mean LM10 cannot be installed on and booted from a USB HD?
