Not sure, but maybe you need to mount the partition your OS is on in rescue mode.
Then run vi to edit.
To do that, not done this for a while,
mkdir /mnt/tmp /dev/hd(x) /mnt/tmp <enter>
where x is your drive letter.
then type vi
