It should be "IfModule" (an I instead of l). Change that and start
Apache. It should work.
  
Thanks.  I'm trying that now.  That's pretty puzzling, though.  The config file had

    <lfModule mod_access.c>
    .
    .
    </lfModule>

So it was wrong in two places.  I don't know how that could have happened.
