Yes.  Go to the Mandrake Control Center under System -->
Configuration --> Configure your Computer --> Give root password -->
Security --> Level and checks --> set your level to "Higher".

Or simply (in a root terminal) : msec 4

Be aware though, that this "tightens" your system somewhat.  In 
level "High" (msec 3) users can read system files, but not other 
users stuff.
