Is Knoppix what you are looking for....it is Linux on a CD...

Nearby isn't nessesarily always the best choice for a mirror. If bandwidth is a problem with the mirrors (As it usually is in my experience), choose a mirror located where it's the middle of the night ;-). For examply, if I'm downloading at 5 o'clock CT, I might choose a mirror located in France, where it's midnight.
