Check out some other Arabic written web sites.  I just took a look at 
http://www.ahram.org.eg/ and the code uses

<meta http-equiv='content-type' content='text/html; charset=windows-1256'>
The web page and font look good both in Linux and Mac OS X.  I don't 
have a Windows machine to test this though.
