I suspected that it was a problem with either my WindowManager (I was
using gdm then switched to kdm then xdm) or XWindows, so I started
fiddling with some settings.  Well,  as a result of doing something very
stupid in the control panel, I managed to totally wreck XWindows so it
would start at all.  I uninstalled xorg, kde, gnome and icewm then
reinstalled them, except for kde 'cause I was feeling lazy and short on
time.

Miraculously, when X started working again everything was fine.  I opened
up certain windows/dialog boxes that previously consistently appeared
cropped and now they all appear as they should.

Granted, what I did was extreme, but it seems to rule out a video card or
screen resolution problem, since I'd already tried that.

I'm still not sure what in the WindowManager caused the problem, though. I
was hoping to find a miracle setting in a config file somewhere, but now
I'll have to wait until the problem recurs.

Also, to Mr. JoeHill:  pekwm is a tad minimal for my taste.  I do like at
least a little butter on my biscuit!
