If I remember correctly, the first time you use a password to access anything a dialogue box opens asking you if you want to use kwallet. If you say no at that point I think it is disabled. I'm sure there must be a way to enable it again, though. Meanwhile, to see whether it is installed on your system, run
slocate kwallet (Slocate may have to be installed first - it's not an automatic part of your install, but it's too useful to miss.)
