Lol; highly doubtful (Though technically I don't really know)
You could try downloading MonoBundle 1.1.4 from mono-project.com, or whatever the latest it. It's a project aimed at duplicating Visual studio and the .NET framework. The recently released beta Winforms support, which isn't ready for production use yet, but is fun to tinker with. Winforms are expected to be up to par within the next few months, and once that's the case then Mono will be a viable substitute for VS .NET. All the same the IDE, MonoDevelop, has been slow in development, so if your a newbie looking for ULTRA-easy UI creation, you'd better stick with M$ form designer. But if you need to develop in a production environment, Mono is all you'll need :-). (VS still rocks though, weather or not there's a M$ scheme behind it)
