propably you simply don't have permission to use audio :-) Go to System->Configuration->Other->UsersAdministration(not sure of exact names, i have Polish version), login as a root, then you should select your user, press "Edit" button and in last page named "Groups" find and click on "audio" checkbox. Confirm your change with OK, and you have done.
