[newbie] Shutdown Rights

When I log in as root, I can issue the command "shutdown -h now", but when I log in as a normal user, I cannot.   How can I give a normal user the rights to shutdown a Linux workstation.   Rick Bonczek LAN Administrator (although still a newbie user)
