[newbie] telnet access

I ran a port scanner to find out if the telnet port was open and it is, but i am unable to gain access via telnet to my linux machine. It pings fine.. i tried changing the port it was using but still it give me this message connection failed could not open a connection on "my ip" Any Ideas would be great   Chris
