[newbie] Untar

OK here is a newbie question.
I downloaded kxlicq and I want to try it.
It is on a floppy and off course its tar.gz format.
I am reading the manual (page290) how to uncompress it but it does not make
sense to me.
How do I do it??/
If it was on my HD it would be easier but I have no idea how to go with the
files being on a floppy.
