[newbie] Moving Users

I want to move all the users from one box (Caldera) to another box 
running Mandrake 7.1. 

I have moved /etc/passwd, /home, /var/spool/mail; but I still can't 
administer the users via DrakConf - System Configuration - User 
Accounts - User Accounts
