I'm not at all familiar with licq, and haven't really heard anything
specific about it. BUT...
What you'll probably need to do is determine the ports that licq needs to
use for sending and receiving and open them.
The problem you're experiencing seems to be a common one with ICQ behind
firewalls, and the different protocols that the clients use makes things
even more difficult to configure.
Are you masquing any machines that are running the client, or is the
firewall runnig on the machine your workstation? The masquing makes things
even trickier.
If licq has a man page, or a HOW-TO, see if it delineates the ports in use.
Open them wide for a test, and then start closing things again to what
happens.
