I'm no expert at Linux (yet...) but I have tested an external non-winmodem (3com external faxmodem in this case) and found it to function properly under Linux, Windows 98, and Windows NT Workstation 4 and connect consistently in each. The problem with winmodems is obvious in the name: winmodem, Windows modem, such as in MS-Windows. Want to stop the madness? Forsake that winmodem in favor of a Linux-compatible non-winmodem, such as an external. I jumped from a 45k connection to a consistent 50k. Yes, people, it's worth the expense. If this helps someone my ranting will all have been worth it. ;-)
