[newbie] Missing command and menu editor question

From a terminal window I tried to use the Unix command cu -l and the shell said that this was basically an unrecognized command. There is also no man page information for this command.   Following the installation guide, I tried the "Edit Menus" feature form the KDE icon (Panels-> Edit Menus) and I received the message "the menu editor is not installed".
