It is not called rpmlibs but rpm-3.0.4-0.12mdk.i586.rpm or later. Go to 
http://rpmfind.net/linux/RPM/mandrake/7.1/Mandrake/RPMS/rpm-3.0.4-0.12mdk.i586.html
it will tell you what files are included in the package. ie like your rpmlib
or how the site list it:

librpm.so

remember rpm packages are just what their name sake implies, packages. To find
particular files in a package I don't know what to say or suggest on how to
resolve any problems like this in the future but I noticed that files usually
have a legacy. That is the files have part of the package name included in its
