[newbie] enable telnet from a remote machine.

I have installed Mandrake 7.2 in all three modes, and since I will be doing
some Java development, I ended up using the Developer install.  I love the
install and almost everything works great, however, I cannot Telnet in to
the box from another machine.  I did start the service, however it didn't
seem to help.  If I re-install the OS as a server everything works fine, but
it doesn't seem like I should have to do that.
