I have the AverMediaTVCapture98, is cheap (70$) and all the tv packages I have tested (xawtv, kwintv, xawdecode, taztv, cabletv) run fine under mandrake 7.0, 7.1, 7.2, 8.0 and 8.1; with 8.0 and 8.1 it has been automaticaly installed.
