I don't know the exact steps or degree for the 3 different security levels but setting it on high will do at least the following.
Require a longer root and regular user password. It will not start some services by default. It will put ALL:ALL in your hosts.deny file. It will not allow root access from ssh. I am sure there are more but these are ones I can remember. There really isn't any disadvantages other than you have to configure to specify access. For example hosts.allow will have to be configured and i had to change my sshd_configure file to allow ssh access for root. I also manually start some services and then configure them to start automatically, such as xinetd.
