I know nothing about servers but perhaps the same principle applies as with any directory or file: In the Mandrake documentation > Reference Manual > Chapter 3 - Introduction to the Command Line > 3.2.2 chmod: Changing Permissions on Files and Directories Thats where I learned about dir/file permissions.
