Firewall can only block ports but not program specific, i.e., if you block everything but leave web open, any web browser would work. If you really want to lock it down to one program, i.e. Netscape instead of IE, try something like Norton Personal Firewall. There are quite a few others out there, Zone Alarm and so on, but since I don't use them, I cannot comment on those.
