Do you have the kernel sources installed? You need them to compile the driver.
Also, pctel-0.9.0.tar.gz is the current version of the driver. I'm using the pctel-0.8.6 driver with 8.2 without any problems. If you're going to compile the driver, you might as well get one of the two above. The 2.4.7 isn't even listed anymore at www.medres.ch/~jstifter/pctel/.
