Actually, this would be samba, not apache, since apache is a web server only, not a file-sharing program like samba.
Most likely, the problem is occuring because your windows machine and your linux machine are not in the same workgroup or domain. If they aren't, windows won't see the linux box directly in Network Neighborhood -- you'd have to either select "Entire Network" and then select the other workgroup / domain, or make sure the domains match.
