Check your keyboard configuration in /etc/X11/xorg.conf
compare it with the configuration from PCLOS
Also check the 'keytable' and 'numlock' services are running in drakxservices, 
and compare the contents of /etc/sysconfig/keyboard with PCLOS

I still think shorewall could be blocking it.

Do you mean mouse wheel scrolling, keyboard scrolling, or scrolling with
