It is in seconds. I know about shutdown, as it how I normaly shut things
down. But you have to be root to use it. He was looking for how to
enable normal users to shutdown or reboot. On the laptop, I have the
power button mapped to "shutdown -h now".

I did forget one thing - you can hit Ctrl-Alt-Del and the system will do
a reboot with the default setup. This is controlled by /etc/inittab.
The section is:

# Trap CTRL-ALT-DELETE
ca::ctrlaltdel:/sbin/shutdown -t3 -r now

This will do a proper shutdown, and restart the system.
