Thanks for that Rick. As it happens I followed the same detective trail as you 
did starting off with 'man fstab-sync' and progressing to the examples 
in /usr/share/doc/hal

My understanding now is that the directories are processed in numerical order
(90defaultpolicy before 95userpolicy), and files in the directories are 
processed in alphabetical order. So you can call the file whatever you 
please.(with an .fdi suffix)

I called my file 95userpolicy/storage-policy.fdi and added the line
<merge key="volume.policy.mount_option.sync" type="bool">true</merge>
to that example you quoted (after selecting the correct value for volume.uuid) 
and it worked perfectly.

I just wish it wasn't so darned complicated.  There is no way a non computer 
literate newbie would discover how to do it.  This needs a GUI!   :-(
