No, you're correct.  I always have mine at 1 second.  Before I knew that 
I often had the sort of problem rikona talked about.  At that time I 
controlled it by running kickarts, which allows stopping and starting 
from a tray icon.  I haven't needed that for quite a while - since 
2005LE, I think.
