If it is the PowerPack, no, it's not free.  I believe the first two 
disks are the same as in the free, downloadable version, but the other 
disks contain non-free applications.

Having said that, you can use a free version and, with the help of 
easyurpmi.zarb.org, you can then get just about everything from on-line 
sources.  The only things that are not available one way or another are 
a few commercial packages - most of which can be got by downloading 
from the software house sites - and some club packages that are not 
either on the disks or on the open mirrors.  They mostly consist of 
updates to packages not yet available publicly.
