Hmm...  When at the page in question, did you left-click the gcc package ?
If so, the software installer should come up and offer you to install with the 
GUI interface (gurpmi).  That should take care of any dependencies.

Mandrake uses no *import* facility.  Everything (binary) is installed via the 
urpmi installer.

No, of course not.  You just removed your CDs as sources.  But if you did the 
procedure right, you should have ALL packages listed from the new online 
sources (main, contrib, plf-free and plf-non-free).

I have skipped all the rest, because what happenned is that your urpmi 
database is locked.  Hence all the errors.

Don't re-install.  That's a Windows thing.

Now, instead of typing a lot of hairy advices, I'll suggest as follows :

1. Open a terminal and type "su" to become root.
2. Type "rpm --rebuilddb". Takes some time.
3. When finished, type "exit" twice.
4. Reboot (yes, I know - very un-linux, but in this case...)
5. In a new root terminal (the su thing) type "urpmi.removemedia -a"
6. Type "exit" twice
7. With a browser, go to http://easyurpmi.zarb.org
8. Choose your version (10.0) and architecture (i386 ?) Press "continue"
9. Choose your sources for main, contrib (rediris) , plf-free and plf-nonfree
10. Press "continue"
11.  Open a root terminal (the su thing)
12. With your left mouse button, select all the text produced in step 10.
13. In the root terminal, middle-click at the prompt.
13.  When the text stops scrolling, press <Enter> (sometimes the script stops 
half-way).
14. When the root-prompt appears ($), you are done.  Exit twice.
15. Now, you can open System -> Configuration -> Configure your Computer ->
Packaging -> Install software. In the "Search" box, type "gcc" and install.
