That should be sent at bouncers_level1. But if sympa is seeing bounces.... Really, in my experience users get popped off because of misbehaving mail servers. If sympa sees a bunch of bounces from a user's address it'll eventually pull the address, this partly to avoid wasting time sending to an address that 'always' bounces.
