Perhaps the 12ms screen has some additional features that the other one doesn't? I just bought a Neovo 19" flatpanel with 8ms refresh and that works great. Plug and play. I specifically got the 8ms refresh rate because that is easier on the eyes in the longer run. Good luck choosing.
