The Member Status field is a text field, so it's sorted not in
numerical order but in ASCII text order, character by character.
First character (all $), second character (0, then 1, then 2), third
character, etc. You can define the names of the categories using the
setup wizard, so you should changed the names to something that would
sort in the order you want. For example, 1.Prospect, 2.Donor
3.SomethingElse ... would work for the first nine categories.

I am not organization staff, so take this for what it's worth. Seems
to me a member gets your newsletter, some status related to
"belonging" to the cause. A donor has responded to a special appeal
such as buying a new computer for the office, funding a legislative
update, etc. Basically they get status depending on the appeal to
which they responded.
