When you said you put all the files in the same directory, do you mean that you have all the files NGA_GlobalShoreline_cd3 in the same directory as coast_josm.pl? Instead, those shoreline files need to be in a Data directory that is in the same directory as coast_josm.pl.

But if that's what you already have, then maybe the problem relates to Windows? I've only run the coastline script on a Mac, so I don't know if it needs to be modified for Windows.

After numerous trial and error, this is what I have done:

1. Installed ActivePerl
2. Downloaded Geo-ShapeFile version 2.51 using Perl Package Manager
3. Downloaded coast_josm.pl
4. Downloaded the data for the region I want (3)
5. Put all files into the same directory.
6. Go to Windows cmd.exe and type in perl upload_josm.pl 5.2 5.5 100.2 100.4 3

However, all I got was an error saying "Couldn't get file handle for Data/NGA_GlobalShoreline_cd3.shx: No such file or directory at coast_josm.pl line 52"

What did I do wrong? Thanks.

Yes. I have read through the page. Unfortunately, with my non- existent programming skill, I could not understand 99% of what is being conveyed in that wiki. I assume that the program is in Perl, and that is all I know. The second box in the wiki looks like some command line interface stuff, again, which I do not understand at all.

I would very much appreciate anyone who could provide me with a guide, preferably a "Complete Idiot's Guide to Coastline in OSM". Thanks in advance

You probably found this page:

http://wiki.openstreetmap.org/index.php/Almien_coastlines_ (PGS)

but if you follow a subtle link on that page you will get here:

http://wiki.openstreetmap.org/index.php/ Running_the_coastline_upload

which is what you want for detailed instructions.
