Or, assuming that you're attempting to select just a subset of things
based upon a bounding box, polygon, or the values of specific properties
then take a look at Osmosis, a tool specifically designed for doing
things like that to OSM data:

Temporary solution: Zoom in to your selection by pressing '3'. Copy.
Make a new layer. Paste into that layer. Save that layer.
