(But I'll change them when I happen to come across them again.) If layer tags are essential, wouldn't it be helpful to have the 'layer' tag automatically included (appear) when a 'bridge' or 'tunnel' tag is selected in the editor of choice? Just a thought. Also, does adding a bridge section with a layer of 1 mean I should also tag the surface road with a layer of 0 or is the default no tag (layer 0) good enough?
