I use Potlatch (rather than JOSM) and the Yahoo mapping (if it exists for your area) to do this sort of thing prior to backing up with more detail from GPS when I can. It seems to me that the Yahoo layer in Potlatch is clearer, better registered and available at higher zoom levels (at least in the UK) than the version in JOSM (that also requires a couple of plugins and fiddling with Firefox).
