I'd say it rather depends - if there are only a couple of GPS traces (or one GPS trace and one traced off a map) and the error's only 5-10m it's impossible to say which is "correct". If however there are lots of GPS traces and the road is quite clearly in the wrong place (albeit perhaps not by much), then I'd move it.
