This seems like something which could be automatically discerned by a program like maplint. I will in time be looking at it to see what else it can catch, but right now I don't know if the relationship you've noticed (anti-clockwise in a left-hand drive country) can be expressed in maplint's rule set.

That exact text does not appear anywhere in the JOSM source. Could you quote it precisely?
