Because of this, it sounds like your Garmin is routing using its basemap, so it is only using main roads.
If you want a routable Garmin map for Germany, ComputerTeddy provides one to download here: http://wiki.openstreetmap.org/wiki/User:Computerteddy#Downloads (the routable testmap, de_routable.tgz) Or there's routable Garmin maps here for much of Europe: http://emexes.powweb.com/osm/ Though it seems they haven't been updated for several months, so will be a bit out of date. Or you can generate your own routable Garmin maps, using mkgmap etc, there's instructions for this on the wiki.
