Perhaps see this post from the talk list last month: http://lists.openstreetmap.org/pipermail/talk/2009-August/040021.htm l which suggests Andy is working on it. The problem with highway=path is it isn't always clear whether bicycles can use it or not. You wouldn't want to break the cycle map layer by drawing paths as suitable for bicycles when they might not be. But then you wouldn't want to break it by assuming that no highway=path ways can be used. A bit of a no win situation. But showing them as dotted lines in the same way as footpaths would at least show their existence, and then perhaps refining the stylesheet to also use access tags (bicycle<>no perhaps) to decide whether bicycles can legally use the path could add extra refinement to the rendering at a later date.
