Currently, it's not using a relation. Here's a link, which I forgot to include before: http://www.openstreetmap.org/?lat=53.034505&lon=-2.173069&zoom=18&layers=B000FTF One of the reasons I didn't use a relation is that it doesn't have a fence the whole way around, so one of the ways that would have been in the relation was untagged, and JOSM wouldn't let me add it to to a relation.
