Even now, you're still dealing with caching issues, both in your 
browser, a possible transparent proxy at your ISP, and at the tile 
server level. Add to that the fact that for mapnik, it doesn't render 
all zoom levels in one go.

It does now. When I looked, it showed up until z17, and I requested a 
rerender for z18, which worked instantly. You sometimes have to force a 
refresh in your browser to bypass the local cache, especially when you 
have very recently been working in an area and are monitoring for render 
changes.

The base map on that site is ti...@home (osmarender). The render request 
you did will thus have been sent there, instead of to mapnik.
