It would be better to ask this on talk-de probably (they also know English). The answer to your question is almost definitely "no" if you want "all". Unless the Germans have been much more diligent than I thought in the last few months. We don't have areas for /all/ town in any country probably. We probably have at least points for all of them (but maybe we missed some). If you're interested in the bigger areas in Germany however OSM is probably much better. Any major city in Germany has a bunch of relations defining its borders.
